Suicide Bombing.

Yes. That's why I asked. If you set 1st for 3 and 2nd for 2, after first recoil guy still has much time to stay aside. The point is, it's not easy to kill with the dynamite. No idea, how one could make using the dynamite even harder and what for. Except guarded towns, but if possible, even under more restrictive conditions, it will be present. Actually, you're not even able to re-log, until all bombs, you set will explode (or at least it seems like to me). :)

That really annoyed me.
It keeps people from using "good bomber" to arm a pile of dynamite and store in container for alts to take.

NOT EVERYONE IS 21 LEVEL CHAR WEARIN' BA!!!
I'm Level 15 now and i'd still die from it! Even wearing that freaking brand new BA i just crafted (not many are so lucky to have a shiny new BA very often)
Plus - i told you i had a blast when i got dismembered, laughed and all... But this thing is just sooo freaking unbalanced
I'm no idiot whose only reason to nerf something is because i died from it

You can very easily kill character, that has lower level than 21st with literally anything. Especially when it doesn't have high endurance. Radius of dynamite effect is 3 hexes. For me it's only 3. I think, mostly people instinctively keep distance of those 3 hexes, during conversation (if we're talking about NCR). Nowadays BA is matter of 10 minutes in the worst case. One has to be very unlucky, if he doesn't possess it. Also, I caught, there will be changed something about it (vide blog).
