People Camping Broken hills spawn

Pretty noobish questions but I've only been playing about a week.

How does one know who controls a town?

How do you use the preview function?

Press P twice to go to your Pipboy, then go to Statistics, and scroll down. At the bottom is the TC list.

Press the red button "Town / World" on the World Map, and click the Green Eye above the triangles you see.

This screen captured during the war for the city between The Broken Hills Hunters and Electric Eliminators factions, all nicknames in screen and below is the members of Electric Eliminators. Members of the faction The Broken Hills Hunters, unlike Electric Eliminators, are friendly to the blue pajamas and in peacetime, when the city is under the control of BHH it is open to the public.
