Pretty easy - I tried to purchase a dog at Juntown and Adytum Salvagers' place, to no avail.
Even tho I got the money and charisma (while no mercs left alive), both dog-trainers refuse to sell me one.

Can this be caused by my recent Vault City citizenship?
And if so - why the F***, seriously... I'm on good terms with LA, Scavs and Junktown, I can normally trade for goods in those places, so why the hell can't I buy my canine companions!?

You say your mercs are dead, but you should use command  " ~disbandparty away_team " to make sure they are gone. If you have already done that, then I don't know, sorry. It doesn't have anything to do with faction problems, that's for sure.
