NCR New Rules? (New Script idea.)

I agree with OP. Somewhat. Bombs shouldnt be allowed in NCR main city or near Banks and workbenches in guarded towns. If guards are so cautious to remind everyone to lower the weapon they would surely be cautious to do something where they see someone setting up the bomb...

Workbrench is used to make a bomb... If it`s forbidden how to craft them?
(I`m talking about lone player who for some strange reason choosed to play Demolition Expert as a main character)
