Don't we already have this, where you give your junk to the town's vendors/doctors, and "they spread good word about you"?

Anyway, no. As Wichura said, you would just rape NCR, then sell caps, rinse and repeat. And the "giving junk to trader" tactic should be disabled as well. Reminds me of Indulgences, also.
