If you dont choose a perk by the time you would get a new one, you lose it.
Hit level 6 without choosing the level 3 perk - you lose the level 3 perk.

@#$$#@@$@$#@$$#@$  is the level 3 perk worth getting? cuz I'm level 8 and i am tired of starting over, and this is my pvp build, is he broken now?
is this something a GM can fix?

Boon is correct. Perks don't stack up waiting for you to choose them. Unused Skill Points, however, will add up between levels.

Note that unused skillpoints are capped to 99. So every SP you gain beyond that are wasted.

What is a good small guns weapon that is also farmable?
Also how much weapon skill do i need to onehex people so that i am certain all bullets go in :D

For Small Guns... Vault City Patrols have sniper rifles and .223 pistols. Raiders (Khan, north of Broken Hills) have FN FALs. Unity has Assault Rifles. If you are critical build, then sniper rifle is your best bet.

Marauders, Traders, Regulators, Raiders (Khan), and some others have Grease Guns, which is a nice bursting weapon.

Accuracy is accuracy. If you 1-hex someone with 95% accuracy, which would mean less than 95% skill needed due to perception, then it will usually always hit the person with all bullets. One bullet may go astray sometimes and not hit, but you can't prevent that. (Chances are you're going to want Bonus Rate of Fire, though, which requires 180 skill. Or at least some Bonus Ranged Damage perks, see the wiki for their requirements.)

Bursts that are not 1-hex usually hit with 1/3 amount of burst, or so I think dev has said.

I used a fastshot SG crit build to farm VC patrols. Tried to get vs highwaymen or strong slavers for meat shields + jet drops. Worked very well, but I never looted the combat armors due to 1 str ;-)

Hello. I have a question about awareness perk, requirements on wiki says:

"Perception 6, or Unarmed 100%, or Melee Weapons 100%"

I have 8 PE but i can't pick it up at level 3. Is the info outdated or i need unarmed or melee weapons at 100%?

It's not a leveling perk. It's a support perk you could get at level 1 with no xp at all. Check here:

If i want my friend to see my tent, i need to be with him in the same zone and he needs to mark me, right? I want to be sure. Last time i picked a place for a tent but he was building it, and i didn't have a mark on him, and i couldn't see his tent...

Yes you are right if you want see someone tent you must mark him before he create it. Same if someone want see your tent he must mark you.

I am building a crafter with 1 CH. Will this low stat make it impossible for me to do the quests to get blueprints? Overall, will it prevent me from doing anything important for the crafter?

Unless you are planning to use the unguarded Advanced Workbenches, the Gun Runners "deliver the metal case" repeatable quest for reputation requires 3 Charisma to talk to Marshal each time. Not sure about blueprint quests, though most blueprints are obtained in the random encounters with a lockpick alt or in the glow(/ares?) lockers.
