so if I got my sniper build

ST 5
PE 9
EN 6
CH 1
IN 5
AG 6
LK 9

Armor Class  18
Action Points  8

Small Frame & Good Natured

Now let's tag Small Frame & Bruiser

My Action Points go down to 6
ST 5 + 4 = 9
I take down ST to 5 again and I have 4 extra points
Next I will add those 4 points to my Agility to raise Action Points.
Now i have 10 AG (6 + 4 extra points from ST), 8 Action Points and Armor Class 30

So the point is: Nothing changed except that I just got free 12 Armor Class points, or did I miss something? :O

Yep, you missed that with 10 AG you will max have 8 AP. So for 10 you must have 12 AG.

I want drug-free (almost free) damage sniper - not cripler with finesse
Much hp - 190~ on 24 level
Sight range - 47 + 3 from cigarettes
15 Skill Points per level give 237% sg, 102% fa and 62% outdoorsman on 24 lev
2x more criticals perks, all give 24% chance for crit hit
