you can exp them like normal char 1000xp 3000xp 210000 to lvl 21
4hp per lvl?

How much AP does it take to reload a weapon or does it depend on the type of weapon?
I read that in RT everything takes one more AP so would it take 8 AP to fire a Rocket Launcher in RT? Because the wiki says 7 AP but i don't know if that is TB or RT..

Technically depends from weapon, even if generally is 2 AP to reload.
