1. yes, unless you have skilled trait you have less perks gaining one every four levels

2. i think the buggy is about 10k in new reno not sure you can go and check out at gas station (watch out for pkers there)

3. I think yes, 10k is base and you also need mats to build it

4. I think you can buy mutants in broken hills, if not you can buy human bg or human energy they are pretty good

5. if you mean changing the look of character well there is doctors coat i think you can get it by abusing some sort of bug not sure and you look like doc and thats it.

i told my companion to respawn in the base then i got command like " --Faction Bases-- " , should be there a list of faction bases? I see nothing. I said name using "say", press "ok" button but nothing happened. thats all? will he respawn in the base?

try heal guards if they injured at NCR and sell stuff to bar and to saloon.

Nadzhin:
guards arent injured and selling stuff wont help :(
