Hello , i want to buy an outpost but they are 0 name faction avaible apparently. Why i can buy it please ( sorry for my english i'm French)

According to this post, you can buy a base using a "Generic Name X" (where X is number from 1 to 700+) faction name. Most likely, some of the first numbers are already taken, so make sure to check numbers above 100.

But That does nothing :(

I was under the impression it wasn't "use any gang name followed by a number", but that the gang name was actually "Generic Name" i.e.

Not this :
- The Guardians 101
- The Guardians 698
- The Guardians 530

But this :
- Generic Name 101
- Generic Name 698
- Generic Name 530

I might be wrong, but I think that's what was meant.

So merceneries can level up i want to know how many levels they can do and do they have a experience bar - higher lever more xp till next ?

You buy them at 0 Experience points, Level 1.

They can level up just like a player (210,000 XP needed for 21, same distribution per level)

They usually gain 5 to 6 HP per level.

Is there any way to prevent stealing from me while i'm shopping??
I just couldnt find the town in which transaction wouldnt't succeed in both sold and bought items gone :)
Maybe you know any safe traders not surrounded by crowd or maybe is there an option for fast barter?
Cause it's soo frustrating :)

There is no way to prevent a thief from stealing you while you are trading/talking to NPC.

Unguarded towns usually are dead at night, and usually have better stuff than guarded towns, so try trading there. If you are referring to NCR, it is one of the most thief-infested towns, so try bartering in a place like Hub or Junktown, if you need to trade in a guarded town.

if you improve a combat skill to insanely numbers, there is a higher posibility to hit a bullet in burst mode?
if this is true: what is the formula to determine the chance to hit for every bullet in a burst, depending of distance, skill, number of bullets, PER etc,etc?
if this is not true: what is the limit of useful skill points?
is this information public? or its like the critical tables?

i never used Finesse in any build so i wander:
the penalization of 30% DR is given even when a critical hit is scored?
the limit of critical chance stills in 85%? (i dont trust in wiki)

about critical chance:
wiki say that chance to critical hit in eyeshot is +60% plus xLK=x%. But in FCP if you set luck to 6 you have 56%, with 7LK=59%, 8LK=63%, 9LK=66%, 10LK=70%
what is right?

No.

Same as single shot for each bullet, with a crit roll applied to the whole burst.

(60% + 4*Luck)/100*Aim bonus+crit chance

If you mean critical chance to the eyes without finesse then actually yes. You can't have more than 85%.

Every some hours (i think 8 ) vendors respawn their stock, caps included. OR you might try to some not too used vendor, like in the Church of Necropolis.
