AC wont work while you attack. Unless you plan to run around until they run out of ammo this build won`t work.

I don't know if perks changed, but some time ago, when I took BRD I saw more damage when I took weapon to hand in inventory. Now there is no change in inventory after taking "more ranged damage" perk.
So my question is:
Are perks "bonus ranged damage" and "more ranged damage" giving bonus +2(+3) damage to every bullet fired from big gun/small gun?

@dozer: those perks improve damage/bullet for sg and bg, but never noticed it would be any visible in inventory tab
@admiral: AC will rly not help that good in RT, becouse once you stop, AC is 0 no matter what, but with InYourFace it might be still little bit viable. While in TB you can even shoot and your AC will apply in each turn, if you just spent at least half action points for movement in previous turn.

Yeah, kind of dodged the question I asked.
I did the research on AC, I need to move at least half+1 of my total AP (So if I have 10ap, then i need to move 6) but this only applies to turn based combat (which is OK, because I prefer that anyways). It is meant to be a PvE build anyways as I said, so it works out. I planned to take in your face anyways, just to be extra safe.
So again I will ask, is my assessment of the to hit chance and usefulness of high AC in PvE correct? That critters with less weapon% skill will pretty much always miss if they're under 140 (for melee/unarmed critters, and the appropriate formula for ranged obviously). It looks like I could potentially take on most critters, some exceptions being things like enclave/brotherhood and a few others.
If my assessment of to hit chance for them is wrong, then what would be the strongest critters I could reliably take on with a high AC build?
EDIT: I mainly ask this because while reserching my build I noticed a lot of people bitching and moaning that AC builds were nerfed into uselessness with some patch way back in october 2012. But it can be kind of hard to verify this considering how much everyone moans about things. It certainly seems like the build is weaker for PvP, but I'm just concerned with its strength in PvE. But among those bitching and moaning some did say that they can barely fight anything in PvE, but I don't know if they're just exaggerating a lot and simply mean they can't fight things like enclave as freely/easily. TL;DR: Only reason I'm doubting the build is because people bitch and moan, but it can be hard to determine if what they're saying has any truth, and there are a lot of uncertain variables.

If I remember correctly, having too high of an AC will result in the critters in encounters just running away.
