Nope, you just need 3 in charisma but I already had the same problem once. Then, I looked at my karma and just noticed that I had 'childkiller' by mistake.
So not sure; but might be this.

How about you try to read wiki for once? It's all there. Just type "beer", "booze", "rotgut" or "alcohol" to the search field.

It's tier 1 BG, but it seems that you need to sell it in gun shops like GR shop or Old Town Jacob's.

I just tried and none of them are taking the m60.

Edit : Nor in all san francisco shops, neither in the tanker.
