well you can get it buy clicking like mad on the text in the bars and paying 10 caps each for beer
and you can make it in your base with the still and those seeds (the ones you get if you do the tent mini quest). I have no idea where to get those seeds normaly

There is a still in every town, private base.
About beer, need barley and bag of water, use machine in New Reno commercial row, Resseno shop

Got problem with Light Step support perk. With mentats I got 3 charisma, but kids in Klamath run from me anyway. I need more than 3 ch to talk to kids? My traps skill is 84.

Problem solved, kids are scared of metal masks. :)
