i'd appreciate it very much so if someone were to make a acceptable short guide as for when you can shoot a thief:
FOr example
things like
*thiefplayername* was spotted by gaurds while stealing
Can i (the victim) shoot him (probabbly yes)
can others shoot him
how much time to shoot?
the old other messages were like this and are perhaps no longer ingame
"Somebody tried to steal from you"
"Somebody tried to steal from you"
"Somebody is interested in your possessions"
Reward can be collected in NCR when im online.

If the message is in red text,means that you can shoot him,if it's not then you can't shoot him.
Simple as that.
Note:I mean the messages in the message box not NPC chat.

Can others shoot him / get the message in red as well?
