Can any blueprint be found in footlockers? Or is some only obtainable via quest?

Marko:
All of the bps i ever received via quests i also found in wild lockers, including 14mm pistol, 223 pistol, minigun, LSW, plasma rifle, plasma pistol. So i assume they are all available via lockers in the wild.

Edit: do companions require more food due to update? i hardly get any extra loyalty uness i pump them full with 20 beer???

edit: one more question i found a docters bag in NCR?? the wiki says you can buy it for 1000 in SF only, is this still the case or is the info outdated?
