It should, but sometimes it can hang a bit. If usual cigarette crafting procedure won't work (leafs inside + science) then slap some GM who will be online/on IRC for fixing.

Ranger Perk Bug?
I have 100% Outdoorsman (bare minimum according to wiki) to get the Ranger perk and I get all the dialogue options, but my tents still say build primitive workbench and it doesn't show up inside my perk list. =(
Also, both NPCs at the gas station attacked me when the conversation was over (I could guess), but even after killing them I didn't get the perk. (Their corpses were unlootable, as well) How would I get the Ranger perk now?

You don't have to kill the NPCs to get the Ranger perk. On the contrary, you must speak wisely to the woman so she doesn't get pissed, and instead of attacking you she will teach you how to build Safe Houses. There clearly is a combination you haven't tried yet, and if you can't be fucked trying different dialogue options, look for some support perk spoilers thread in "Survival Guides/Game help" section of this forum.
