First all bonuses are applied and total sneak calculated, then penalties are applied.
Roachor:
Just to elaborate on ghost, it only works within 5 hexes of an object and it can't push your sneak over 300. If your sneak and ghost add up to 300 you will have 264 sneak with a 2 handed weapon, 234 when out of cover.

Also what is the chance to knockback with a super sledge with a crit hit?

Should be the same chance as with any other weapon what can critically hit with single shot.

No what is the chance of knocking your enemy back when you get a critical hit with a sup sledge?
