Kind of noobish question. Got problem with my friend inviting to tent. He follows me  from NCR, im coming with him, we're at mine tent. Then when he get out he can't see my tent on map. Can you help me how to do this? He tagged me as it was explained on wiki. (tag==follow)

you cant share tent/safehouse unless there are all characters during creation

Does intelligence or boneheaded modify how many perks you get?
because my character has 2 int, is level 7, and has only 1 perk o.o  shouldn't I have 2 by now?
it doesn't say anything about perks in wiki under intelligence.

UPDATE, just turned level 8, no new perk points to spend, wtf?

No, neither IN or Bonehead reduce your perks.

If you chose the Skilled trait, then you get 6 perks total, 1 perk every 4 levels. But otherwise, and normally, chars get 8 perks total this season, 1 perk every 3 levels.

So...it sounds like somehow you missed a perk. Please check your Perks list and tell us what perks you do have.
