why would crit resistance matter if you aren't trying to get crits?

In the encounter there is one of 4 different vehicles possible, with equal chance for each vehicle, so a chance to find the truck is 25% IF you find the special encounter.
Can't tell details about chance to get the encounter, whole mechanics would have to be explained, but it's small, less likely to find than gauss if you don't know the mechanics behind the encounters. Last time I checked there was 2 cars found (for over a month), and I know about one more case when player found the encounter but didn't manage to get the car (but maybe there was more) - so it's not worth trying to farm. Consider it a very, very rare treasure :>
In the future each vehicle may have it's own special encounter, the chance would be larger then I guess.

it says in the wiki for the gunrunners delivery mission to access the advanced work bench minimum level requirement is 12?
Dafuq? I had a level 8 crafter, and was doing this mission before, or am i imagining things?
