And does sneaking work same when I have MK2 leather armor as having just bluesuit?
Since I don't really want to bump this thread by saying 'thanks' to people who answered, Ill just modify this post : Thanks for answering, for I wasn't really sure as wiki is sometimes outdated.

Yup. Metal Armor and above will lower your sneaking ability when worn.

I've seen builds with 3 intelligence... Anything lower is probably close to impossible to have any logical/rational use compared to higher int builds.
With int 1 I would be surprised if your character actually knew how to level up.
