NCR and Sanfran are best I think. NCR you will get people trying to steal from you and you will get pked there despite the guards if you arnt careful so watch your back. NCR has 2 bars, the weapon tent, the trader by the tables, and the stand. San Fran has 2 weapon shops near the entrance and 2 merchants and 1 bar in the tanker.
Hub is also good and New Reno is ok but dangerous.

Hi 2 all, 2 my characters were banned and of course sent to the prison, but, they are uncousious , so i cant enter the game at all, i even cant create a new one and play with it, what should i do

They're not uncousious, they simply can't log off in jail, you have to use other IP or particion or persuade GMs to make your characters free.

probably they will never be free , like my bomber that were jailed 3 months ago

actually i dont care about that i just want to be able to enter the game using falout2238.exe, not falout.bat :P
