Caffeine:
Is New Adytum COMPLETELY controlled by regulators? Meaning If my rep was 1500 could i kill a <900 player without the town people getting mad? ( Not just regulator guards, the citizens too)

Regulators controls the New Adytum,the Scavengers Camp, and (but I'm not sure) the Boneyard Train Station. They don't control Warehouses (which are controlled by no one), Libary and Fortress.
