Cant shout or whisper

As it says in the title I cant shout or whisper, and yes im hitting the right keys. Shift and enter and so on, my char name is Spopovich so please someone help, its gets really annoying not being able to chat on the radio or shout in an area.

doubt you are. /w for whisper /s for yell no need for shift for either just start sentence with /w or /s
for radio right message then  press shift + enter as simple as that.
