We both know that this was not the case.

Real problem with NCR is that it should be main meeting place to barter and ingame chat. But it is massively trolled by bursters and bombers, so no experienced players hang around unles they wanna burst or bomb n00bz. Sucuide bombing is pretty silly feature as wel as sucuide bursting. More of exploit imho. Postapocalyptic wasteland should not be full of sucuiders.

I agree with OP. Somewhat. Bombs shouldnt be allowed in NCR main city or near Banks and workbenches in guarded towns. If guards are so cautious to remind everyone to lower the weapon they would surely be cautious to do something where they see someone setting up the bomb...

Workbrench is used to make a bomb... If it`s forbidden how to craft them?

i can only think of one other way to use dynamite that actually works in the game right now, so until as wichura has said we can mine with dynamite, people will just keep on using it as a tool for suicide killing.

NO powermining but make dynamite a part of mining...
Or make some caves closed so you can explode them with dynamite end explore for stuff.
Right now playing D.E. is kinda boring without trolling

Instead of all these rules why not make players that die while unprotected spawn in San Fran or Boneyard. If its more of a hassle to constantly suicide, it wont happen as often.

Why wouldn't it be illegal to craft bombs in the police state of the NCR? AFIK you don't learn how to make explosives in NCR why should you be allowed to make them there? There is no other use for them there now and I really can't see a use for them there later. In places like Redding where there are mines and New Reno where everything is allowed you should be able to make them.
