The colorizer works only on you and on players who are from the same faction as you.
Yes, it's useless.

Hi imakss29,
Unfortunately, the name colorizer works only for persons who are in same faction. For example, if you make your Name Colorizing file and your character is in Brotherhood of Steel, all BoS members will be colorized. How to colorize? Just add these lines to your namecolorizing.txt file.

Where COLOR is the RGB vaules separated by space for example 0 190 0 for green. You can find RGB color values here:
http://web.njit.edu/~kevin/rgb.txt.html
or in any graphics editor.
