Feltzer is online at 1 AM to like 6 AM east pacific timezone, and if you have issues like getting stuck he can teleport you to safety and shit through Mirc.
You just gotta give him your character ID through ~myinfo.
And actually server is really fun, but there is a major major major problem with locations being private for a day or so and then suddenly all start becoming visible. :-\

Only place I KNOW where to buy mercs is new Renos merc recruiters

This is correct. no perk needed.
Also, you can buy mutie mercs with laser rifles for 3500 at broken hills, and in NAR go all the way down, join NAR (you must pay 2500 caps) and you can buy soldiers for 1000 caps a pop.
You cannot tell your mercs to wait here. There is something bugged about it, I've mentioned it to feltzer already.
