Any NPC can be Enslaved.

About taming animals: Every animal should be tameable with proper skill and/or maybe some mutation obtainable through quest - Me want to have own deathclaw!:D (They looks a bit like kangaroos btw.)
EDIT: So, every NPC... Deathclaws too, yes? :D

What are the limits for enslaving? CH based, speech based or will i simply be able to enslave an army of 50 and make a huge caravan!

You can only HOLD 9 at a time. So, 9 charisma. (assuming your going to take magnetic personality)
But you can acquire unlimited amounts, you just have to drop them off somewhere. (tell them to wait here, and you can enslave more)
Also, you need 50% speech for the ability to enslave.
And another thing, you need to put them at -HP to enslave. Being knocked out doesn't cut it for some reason.
