Idiocy?

Hi, I know this game isnt harsh but many peoples in this game are , like those pickpockers and etc.., and also why all npc/creatures atack me in combat and not other peoples/monsters, everytime when they see me , they go on me.

That depends on their PE and your Outdoor, everything else is their priority target, unless they have other monsters in encounter. If you have low Outdoor, you'll spawn closer to them and the monsters have always quite a high PE. And raiders just love blueshirts.
For the harshness, you'll get used to it. Just get a tent.

And what about that scrap metal? Everytime I see it somewhere I cant take it. Do I need something for it?

What does it say when you try to take it? You probably miss some dumb skill requirement. Outdoorsman or science I think.
