NCR Drug Laws

I thought that was only Vault City. I recall someone in NCR even saying that they wanted to keep freedom in the wasteland and not be as strict as Vault City. There is a fricken' bar in NCR - you can buy beer from it. Beer is only banned in Vault City and they have fake alcohols.

Booted up an old savegame and took a run through NCR with Mentats and Buffout in each hand:
Weapons - Yes, but they give you like a 20 second warning before they start shooting.
Drugs/Beer - No, they don't give a shit even if you walk right up to them and use them on yourself / them.
2238's NCR drug laws are bullshit.
What's the big deal with the drugs awyway, it's not like you can use them on other people anymore.
Gatling:
Getting too deep for my preference, but I think another fact should be noted with this. If you're crafting a buncha drugs there, holding it in your hands is one of the few ways to keep it safe from thieves. They weight next to nothing, if nothing at all, and a thief of any moderate skill is gonna pick it at the drop of a hat. Making if it cant be carried then it will kinda suck, because often the other hand is occupied by the drug-crafting book needed for what was made.
From gameplay standpoint, having a drug in your hands that you cant even use on other people anymore seems fine, and one of the few ways to safeguard your produce given that we have little methods of securing items as we stand around right now.

This would be a good idea, I'm wondering why this hasn't been in since the beginning.
