bad news is, you lack imagination.

good news is, you can probably improve it. just work on it a bit. Once you feel confident talking to an imaginary girl you might even consider talking to a real one.

Tag your trolling skill and go kill some molerats to increase it, if you're starting talk in almost real personalities. Real life has nothing to do with non-pvp towns. I'm talking about this:
You're entering non-pvp town where all traders are immortal highlanders and you can't attack anyone (except for failed thieves).
You're standing.
Standing.
Standing.
Ok, checking trader, may be you'll sell items you looted from encounter/player(s). Selling or not.
Then standing.
Standing.
Nothing happens.
A thief wants doing something from your back.
You're walking away 1 hex.
NCR is already like that if there're no suiciders for a long time. And what do you think? People "sociolizing" there? No, they're saying "boring" and logging out.
The only thing that will be changed is:
20 HP BA/metals running around.
And in few days noone running around, because nothing will happen there. People will be really really REALLY happy when some thief will fail, and may be they won't kill him instantly, they will try to keep him >0 HP so he won't cut his veins and try to block him and then kill with very strange way by flamer or flares or rocks to alteast somehow entertain themselves in a town.
The only thing you'll do it town:
going to workbrench to craft - boring.
trade - boring.
that's all.
The only thing to have fun will be block traders with many many MANY mercs, so players won't reach them and will be unable to kill them, because.. it's non-pvp! So GMs will have to check towns constantly and clean it from merc armies that blocking traders and workbrenches and then trolls will get boring and towns will die and you'll see there only 1-2 crafters that running to workbrench and then to exit grid and 2-3 players that trading with NPCs and then running to exit grid. And may be some afkers.
