and nothing annoyning is in that, if 1cha character needs to trade, he will have sacrifice hes time to do quests, while charismatic person can trade from a start.

1ch you can collect radios and sell them for 200-300 caps each in ncr for example.

As it is now, usualy only loners, beginners and crafters use charisma to trade, so not being able to trade at all is merelay a 'bat'. Like several more things that's been named in past and some of those has been resolved already (eg. worldmap speed).

thats true now, but maybe this will help to curb alting a bit since 1 charisma characters will have the opportunity to trade by doing these quests (which is a lot easier than training a trader alt).

Imo there is no magic bullet to curb alting, and we need lots of little cumulative things like this to discourage it or make it unnecessary.
