If you have a pickpocket failure on someone wearing tesla armor itd be cool if it showed the electrocution animation instead of the guards shouting about it.

Instead of automatic kill there could be a small damage (or knockdown). The message box could say "X failed to steal from Y and received a mild electric shock from the tesla armor". Everyone in NCR will wear tesla armor now

But looking at it's plasma (superheated bolts) resistance or laser resistance (high density light), it's probably something else than just protection from high voltage.
