Empty tapes - make them recordable

I recently tried using science on an "empty tape" and it simply wouldnt pull up the text editor thingy...  odd.

If I was to add something to my initial suggestion it would be:


* Repair should format the disk
* There should be an option to remove the loaded text in ones PIPboy again

How about you would need to pay a fee for writing a billboard? May be through NPC like advertising? Or the need to use some tool to write it down?
