Because when a thief had this tag he could shout or just talk non-stop, and noone would see this tag. I did it when crossed NCR bazaar, just shouted on whole NCR that everyone is a moron and this town sux and noone could see my tag.
There're still many ways to trick people, when guard saying thief's name, you can have almost the same name, as it known that i and L has no difference, also strange names with many same letters are almost impossible to distinguish, like AAAAAAAA and AAAAAAAAA, because while you'll count A's in his name, the real thief will run away, the same about latin and cyrillic names with similar letters, or just take 1 IN and say "am", your line will be replaced with space, so if you'll say "am <many spaces>" you'll have nothing above your head for a long time, and if 2-3 bluesuiters near you will do the same noone will know who's who.
So, if they need to make someone tagged with thief/blocker/dangerous tag, this tag must a contour, like brahmin shit or activated dynamite, so you couldn't hide it. Because if it'll be something above thier head, they can always spam non-stop and hide it or atleast conceal it partly if it'll be something like follower/leader tag.

why not just contour the entire unprotected character, make him a target.
makes me think it would be cool (if this kind of system got implemented) for players to be able to get deputized by the protected town's sheriff. It would count as a faction and they would see any unprotected character as contoured and be able to arrest that character if they knock him unconscious which would transport that character to the jail for a period of time.
Lock-pick artists could potentially spring prisoners. maybe there is a time each day when the jail staff goes out for lunch, then it would be up to deputized players to keep an eye out for jail breaks.
I see it this way, as long as there are going to be criminals in protected towns (and i believe there should be) there should also be a counterweight of law enforcers and since the criminals are players why not make the enforcers players too?
