I agree, It's just a downside of playing another race. Since the race is a choice, and players would be warned before they choose it, i think it would be ok. I would gladly play a mutant or ghoul and not be able to run/use all the guns. I would use a high PE/long range weapon to try and make up for this.

Should mutants or ghouls(especially ghouls!) be able to move as fast as humans anyway? A ghoul running would just be silly!
P.S. SOLAR, if you ever need a tester to play a mutant or ghoul, use me!

No, you're silly - have it implemented and next thing devs can expect is "zomg give some better stats and things, becuz we can't do this, this and this"
"Zomg nerf encounters, we cannot run"
"zomg nerf thieves, we cannot run"
...

I agree, even if you warn players, especially ones new to the game and want to go with the ghoul/mutie gimmick i suspect most will just ignore the downsides at first only to realise the drawbacks. Also such warning to player is not going to be an essay about the reasons why playing with such a skin is a bad idea because they will less likely read it so you cant quite explain that not running will hurt in rt encounters, vs thieves, suicide bursters etc.

aForcefulThrust:
So you are saying this is a bad idea, because noobs may not read the warnings, and will cry? lol now thats just silly...

Noobs allready cry about everything possible, like when I cut them in half with my laser rifle, wasteland to harsh, blah blah. It's outrageous to not add new things to the game because noobs will cry. Lets just do everything to please noobs and make it easy on them  ::) yeahhhhhh

Haraldx:
Indeed, Fallout has always been a game about decisions. If the noob is too lame to decide if becoming a Super mutant/ghoul is really worth it with all the drawbacks (of which you were warned) then I'm afraid this noob is too lame to play this game anyway. Some people say "Fallout 2 wasn't even near as harsh as in here" they were wrong because of multiple facts:
 * You aren't the only chosen one that seeks power, money and wants to save his village by killing other wastelanders in FOnline.
 * In Fallout 2 the enemy locations were put according the way you move - you start out at Arroyo, you go to Modoc, then to Den, then to Redding, New Reno blah, blah, blah. If you went straight from Arroyo to Enclave base (or any other random location) you would get raped. In FOnline you start out at a random location, you move to another random location and get raped. See the non-existing difference?

I understand being a dev isn't easy, but there is one fact - if a noob (not a newb, but noob) is playing the game and actually "ignoring" other players and just whining then there is nothing to do with them. If the noob doesn't understand what's his problem and starts respecting other members trying to help him out he is not needed neither for the full game neither for a beta test.
