Cant join Brotherhood of steel

I went to each outpost in the cities where there is a BOS bunker and i talked to the guards and two of them told me i was accepted (san fran, and NCR) but the guy in the den wouldnt even talk to me . Anyways my problem is that i cant go in the bunkers that are located in the cities i previously mentioned. Can i even still join the BOS and go in their base. i dont know if this helps,when i talked to the BOS guard in San fran this error msg popped up

Did you give 200 Armor Piercing 5mm to the recuiters?

Yes i did give them the required amount of ammo needed to become a new recruit.
