I suggest you to not park inside any town. Otherwise it will stop being yours in very short time, even if the car is locked and you're  the only person, that possess the key. :)
That's just the tip and if it'd be needed I am going to prove the point, it concerns the topic. Feel free to request this post to be deleted. Still I do not really care about your feelings.

I think he is warning you that the life expetancy of a car in ncr ( with or without a lock) is pretty similar to a 30hp level 1 showing off his Ba.
