We Need a Faction Base

At this point just buy the damn base, a depot or a gas station should cost around 70 or 80k, and a measly cave should be around 60 or 70k... an outpost around 300k or so. If you dont like the prices right now, you should have been around when a hummer used to cost around 120k
Massing caps is very easy, just farm khan raiders a couple days and you should do enough caps for it, hell just farm miniguns from unity and turn them into avengers and sell them, it would take less than 2 hours to get upwards to 200k

Is there any secure way of buying a base, or does one party have to trust the other by handing over their portion of the trade first?

Nothing is safe (uh this could be the motto on this game!) though theres more than 1 way to skin a gecko. The best way is to do the deal on the world map, but honestly speaking, this is a very tough job to pull off if 1 of the parties isnt interested in honoring the deal. You could also try asking the help of a GM or a third non related party but even thats not easy to get
