There's already chat system, called 3rd party program, and everyone, who wants to communicate with each other, use it. Radios are really annoying as they have heavy weight + you can't talk on radio when dead or after death, because it won't be in your inventory anymore, while any chat system doesn't require heavy item in inventory, it always works, you can not only type, but also use voice. Radios are just for signal and nothing else, noone ever will use them seriously for communication, radio chat system is like cap after using beer/nukacola, it's just cosmetic thing that doesn't change gameplay.
