Raise SPECIAL skills?

Is it possible to raise your SPECIAL skills?

Through perk and drugs, yes. And power armors, but they're not available.

So if I have 5 agility I can never become a level 3 gunsmith?

You can: +1 with the perk an +1 with the nuka cola.
