Keep bad rep if kill/attack in protected town

I bet this has been suggested already, but there has to be a change.

Protected towns have been created for reasons, but people can still die there from assassains who deal high damage, so
if some one kills in a protected town, they keep their bad rep with the Faction who owns that town, and the more they kill in that town, the more bad rep get and cannot get good rep back.

Seriously, assassins can just rerack up rep easily, and like I said, Protected towns need to be more peaceful.

What if they accidentally shoot a troll thief they thought was unprotected, or accidentally lag on a brahmin gate, and become Antipathy? The game can't tell the difference between just shooting someone and shooting a troll that was trying to trick you.

Maybe it should only be you keep your bad rep if you continuisly attack/kill people
