Couple of questions

First off, Where can I get tapes? I know I can get them at Followers of The Apocalypse, but they keep telling me they don't have any available.

And second, In a guarded town, can you shoot people who are stealing from you? I have seen people who were stealing get attacked, but I am always scared to fight them...

You can shoot those who are stealing from you only in case they failed... wait for "Someone tried to rob you!" in the text console or for NPC guards saying the robber's name.

You can get two tapes by doing a quest. You can get the quest (= and a first tape) in Necropolis talk to the water merchant.
