The whole point is so 1 cha players can interact with npc's.
you have mentats for that.
alcohol is very easy to obtain, if alcohol will give +2CH no one will make 3 cha players anymore.
but still i think is very reasonable that alcohol increase CH:
- increased self-confidence and courage
- increased sociability

EN will determine the max alcohol in blood for a character.
0.05%-0.11%: +1CH, -1PE
0.12%-0.22%: -1AG, -1PE, +10 Damage Resistance (will change the words that the char say, add *hip* and some other drunk sounds)
0.23%-0.31% -2IN -2 CH -1 PE chance to turn black the screen and after a while the char will apperar in a random town.
0.32%-0.40% chance to fall unconciusness.
0.41%-0.50% coma, chance to death
effects are acumulatives
alcohol lvl = alcohol in blood / 30+ EN * 15
Beers: +3 alcohol in blood
Booze: +6 alcohol in blood
Roentgen Rum: +10 alcohol in blood
Rot Gut: +15 alcohol in blood
after each in-game hour, the alcohol in blood will be decreased by 3
it would be funny to see drinking competitions, and drunked chars (not only npcs) in the wastelans.
