I my own opinion, it's not really retarded. It makes death a real penalty, when it was only an amusement before.

The penalty from death comes from losing your gear. If you want to make death a penalty, focus on that. People don't like waiting around in video games. Being at the mercy of a countdown that tells you you can't do basic things frustrates people.
When you die, you want to get back ingame and start working on that setback. But you can't. Not for a while. You've got to wait for the death timeout while someone emotes shitting in your mouth. Then there's weakening. Then there's getting your HP back. Why? You've already lost everything you were carrying, and you've got to trek back to your tent to rearm yourself. It's not like you'd be going back where you died in 10 seconds ready to pounce on the guy that killed you if the death/weakening/random locations didn't exist.
I don't get how it makes the game better. You've already lost what you're carrying and the time it took to get those items, why isn't that enough? The problem is that after death the game is wasting your time just for the hell of it. There's already the pain in the ass of losing your stuff to either the wastes or some random yokel, but now you're dumped in the middle of buttfuck nowhere and have to trek back to your tent.
Yeah, I know you can doctor your way out of it, but then what's the point in having it at all? It may as well be 'Levels 5+ don't get weakening'. It's hard to justify when it, as a penalty, won't apply to half the players. There are better ways to make doctors useful than this.
What I do like, though, is that rentable rooms become your new spawn point. I really was impressed by that, I think it's an intelligent and useful gameplay mechanic. You've died, but you can get back on your feet soon enough and you're out of harms way. It'd be great if you took that further, though, and had rooms become the primary place people live. There'd have to be some infinite 'Motel Basement' maps, but I think it'd be a very good way of pushing players into towns.
