Allow to craft/buy hight tier stuff lately after wipe

No matter what you implement or do , people will always make builds for best available weapons. Hardly doubt it would be a shotgun.

Agreed, would make it far more fun in the beginning and keep it that way for a while so it isn't immediately ruined by huge uberpownzer gangs who make BAs and Avengers from day 1.  ;D
