How to pick up a base on the Homesteaders or Farmers?

Recently read Changelog 01/10/2010 I saw that there is an opportunity to invite himself to the base of Farmers and Homesteaders (Yes, I Slowpoke). But every time I suggest it to them (Local Farmers), they refuse :'(. That's actually a question: What is needed for a successful invitation to the base of Farmers and Homesteaders?

Haven't looked into this much, but I ask, are you the leader of the base?

Yes, of course.
Also: Charisma 5

I'm not 100% sure, but I think there's just a small chance of success. Like only 5% of the time you make your proposition, they will accept.

Uhmmm... Then, i'm going try my luck on homesteaders  :) Somebody somewhere said - you must pay them 5000 caps.

Damn it! I found one who wanted join. He said he must pay debt! I have'nt money! Grrr...
