If you want to start with actual making the quest (scripts,maps, dialogs..) then no one would stop you from doing it.

2 sugestions:
1. why don't you make this quest a maze killing quest(like stained dust) so you need some friends to do it and a certan level
2.not in klamath, how about in Redding or Broken Hills

1) its a quest for newbs at first you dont have firends to do it
2) kalamath is safeiest place of the northern towns not many people go there reddding and bh is full with pkers and gang members waiting for people to come so they can kill them.
edit: btw i love this suggestion loooks like great quest and really fun

does any off that stuff scare you i could do that with leather armor and a smg by my melf maybe some stims radscorps are not hard to kill.
