Hm took some time to post it. I can't guarantee you will be seeing me as a full level char with this one since I have too many chars already (more then 3 other says its ok but I would have preferred to have 2 only). Ok a bit info why I put the stats and skill like the way it shown on the picture.
I think tribals should be good at both unarmed and mellee so both is tagged outdorsman should be too so that too, about the stats I think a tribal shouldn't be too bright but should be well built and have good physical abilities. When I made this one in the planer I thought that this would be a gecko and brahmin hunter tribal who works toward the goal to have foods for the tribe. About the chosen perks well as a tribal I don't think I would wear any armor though it would look a bit lame that the char will run around in a vault suit but I think its just a question of imagination.

some things are good, but some are useless

for example the Doger perk, instead take a second LifeGiver and increas the Endurance to 10(you can sacrifice STR from 5 to 3
also melle and unarmed are not good taken togheder,especialy with Perception 6. you can change the melle to any weapon skill, like small guns

also melle and unarmed are not good taken togheder, take doctor and you can lower the perception to 1 and give in other places, like Luck and no need for Unarmed, take melle and you can try to make a cripeler tank build, so instead of Awerness take Better Criticals
also taking the 1 handed perk and the Finesse perk it will be an awesome melle cripeler

Well about the strength lowering you are right it would be more useful to make it smaller but I hate having it below 5 its mainly because I feel chars with 2-3 st should be weaklings but most of the time they goes by 10 en I know its possible and they will be powerful but I still don't like it. About the dodger perk you probably right about taking the lifegiver instead. About the taged skills I knew that melle and unarmed are not good taken together (well people think of it as a waste which is true) but I personally ok with it and would rather keep it. The other changes you suggested about stat points and traits they are good but it would make him more like a pvp fighter which isn't bad but I would prefer use him for mainly pve since tribals aren't hostile (only towards slavers but we can't see that on players so it removes the most valid reason to attack). Also the 6 lk is only there for thoughnes personally I would make the char with less luck and more en, ag and st and instead of two thoughness I would take 2 bonus move since I prefer tb over rt... (sad thing it does nothing in rt)
Btw I have to say the most fun I had was with my first char he has some lame stats 6 in and 6 ag its useless that way but still I had some really nice fun playing with him till he reached lvl 21.
