Killing in guarded town

Hi,I got a little question.

How is it possible, that Im getting killed from one guy in NCR when I am protected and guards do not attack him? When any other player attacks me, they got killed by guards as usual, but this guy shoots me everytime without punishment.  I can attack him too, but its impossible for me to kill him with my unarmed build. Yesterday he killed me wearing tesla armor with 172 hp by 3 shots from some laser pistol. Im starting to be pissed, because I cant go to the NCR for barter or to do anything that requires at least a bit of safety. Can someone do anything with that fag? Is it abuse or what?

It looks like the return of "Idolized" reputation abuse. Players with 1000+ rep with NCR can shoot people with low reputation without the guards reacting. Once the guy started shooting he is unprotected, so you can maybe get people to kill him;

That's the only explanation i got.

i really have no idea how to get rep over 1000 in city's like NCR, Hub and those... allway's tried, never worked
