Bonus Rate of Fire doesn't work, so is it possible to instead have 12 action points by having 10 AG and 2 Action Boy perks?

Yes.

Buffout and jet will add action points as well.

Buffout adds 2 agility (max agility is 10) + 1 AP.
Jet adds 3 AP.
Nuka-Cola adds 1 AP.

yoz:
Is jet difficult to farm? How much does it cost if you buy it at New Reno?

Spotty:
Jet can be looted from highwaymen and some other raidergroups I think.

Never bought any in Reno.

that is if you can survive the encounter, they have hunting rifles (once ran into a group of them, the rifleman(woman) forgot about me, so after i finished mutilating the melee goons i snuck around her and popped two bursts (AR) into her pretty little face.)
